Drones set fire to the Moscow Oil Refinery in Kapotnya, in southeast Moscow, in the early hours of Sunday, September 20, 2026, Kyiv Post reported. AirVeto measured the refinery 16.5 km southeast of the Kremlin. Its wind model puts the 80 m wind in the southwest that night, so air from the plant moved northeast.

The refinery was hit in the early hours, and Moscow's mayor confirmed the damage

Moscow Mayor Sergei Sobyanin said a drone impact damaged a facility on the refinery grounds in southeast Moscow and that nobody was hurt at the plant, Kyiv Post reported. Footage from local residents, geolocated and verified by the outlet Astra, showed an extensive fire at the plant, which belongs to Gazprom Neft.

Kyiv Post described the plant as one of Russia's most important refineries, with a capacity of about 11 million metric tons of crude a year. It said the refinery supplies about 40 percent of the capital's fuel and roughly 70 percent of the gasoline and aviation kerosene used across the Moscow region.

Sobyanin also said a separate drone hit a building on Orekhovy Boulevard in the south of the capital. Moscow Region Governor Andrey Vorobyov said a drone crash started a fire in a 21-storey building and forced 400 people to leave, Al Jazeera reported. Kyiv Post reported his toll as at least two dead and six injured across the region, mostly in the Ramensky district. Al Jazeera said a third person later died of injuries.

Sobyanin counted 450 drones on the approaches to Moscow, more than twice June's figure

Sobyanin said Russian air defences intercepted more than 1,600 drones across all lines since the previous day, about 450 of them on the approaches to Moscow. Kyiv Post said he called it the largest drone strike on the capital so far. Al Jazeera's Moscow correspondent, Dmitry Medvedenko, said he had not seen numbers that large in four and a half years of the war.

The June 18 raid on the same refinery was then the record. Russian authorities claimed 194 drones were downed near the capital that day, Kyiv Post reported at the time. The September count is more than twice that, as Sobyanin gave it.

Ukrainian President Volodymyr Zelensky said the strikes hit "one of Russia's key oil industry facilities" and a logistics facility. Fire Point, a Ukrainian drone maker, said its FP-1 long-range drones destroyed a major commercial storage facility in the Moscow region. Footage from monitoring channels showed a fire at warehouses in Sofyino, in the Ramensky district, and Astra reported a Russian Pantsir-S1 air-defence system about 500 meters from them. Sobyanin said the strike was planned to disrupt the election, which ended that day.

The refinery had already been hit twice in June

The Barents Observer reported that drones reached the refinery on June 18, 2026, the second strike on it in three days. Kyiv Post likewise called the June 18 raid the second on the refinery in a week. Al Jazeera wrote that the plant had been hit by Ukrainian strikes in recent months. September 20 is therefore at least the third strike on the plant this summer, and AirVeto covered the June 18 raid in its own brief.

Wind over Kapotnya blew from the southwest at low level and from the west higher up

At 00:00 Moscow time on September 20, the nearest hour in AirVeto's model snapshot, the wind at 80 m blew from the SW at 20 km/h. By 03:00 it came from the WSW at 17 km/h. Air near the ground and any smoke rising from the plant therefore moved northeast, while the Kremlin sits northwest of the refinery.

Higher up the wind was stronger. At 500 m it blew from the W at 38 km/h at midnight. At 2,000 m it came from the WSW at 23 km/h. At 3,000 m it came from the W at 37 km/h.

This reconstruction is based on reporting by Kyiv Post, Al Jazeera and The Barents Observer, and on AirVeto's wind-model data for the 21:00-03:00 UTC window on September 19-20, 2026. The distance is a great-circle line between the OpenStreetMap centre points of the refinery and the Kremlin. How the model is built is on the methodology page.
